Welcome to the official Web site for the City of Oceanside's El Corazon Project!
El Corazon (the Heart, in Spanish) is a City-owned parcel of 465 contiguous acres located in the center of Oceanside, bounded by Rancho del Oro Drive on the east, Oceanside Boulevard on the south, El Camino Real on the west, and Mesa Drive on the north. An ongoing planning process begun in 2003 will eventually develop the site to contain the following mixture of land uses: parks and recreation (212 acres), habitat (164 acres), civic services (34 acres), Oceanside Boulevard commercial (25 acres), village commercial (19 acres), and hotel (11 acres).
A Conceptual Master Plan, developed by the 15-member Council-appointed El Corazon Planning Committee, was accepted by the City Council in 2003 This Master Plan document will serve as a general guide for project implementation for the next twenty-five years or so, as the site is gradually developed. The El Corazon Oversight Committee, a second committee of 10 members, also Council-appointed, was tasked with development of a Specific Plan and Final EIR for the project. The Specific Plan further defines guidelines and contains design specifications to ensure continuity throughout the project area.
El Corazon Update – November 2009
On November 4, 2009, the City Council adopted a resolution to establish the El Corazon Commission (ECC) and approved the bylaws. This new Commission, which will act in an advisory capacity to both the Planning Commission and the City Council during the development of the El Corazon project, will be comprised of ten members including four members of the El Corazon Oversight Committee (assuming there are four who desire to continue to serve) to ensure continuity.
Appointments to the ECC will be made through the standard process for appointment to City Advisory Groups. It is anticipated that the new El Corazon Commission will be seated in 2010. In the meantime, the El Corazon Oversight Committee will continue to meet on an as-needed basis.
